Minutes for Sunday 23rd February 2020 not located. New secretary, therefore minutes from today will be the beginning of  the future.

 

3/22 CHAIR’S REPORT

David Johnson reported that it had been a difficult 2 years but now with a slight change of personnel CBBA was looking to the future as the Festival of Cornish Brass on Saturday 5th February showed - A good turnout of people listening, 11 bands performing and heartening to see many youngsters involved. A good day was had by the bands, performers, audience, our Patron and organisers.

DJ reassured everyone that WEBBA had worked hard to retain the running of the Championships for 2022 after unfortunate circumstances meant the weekend had to be changed to 2/3rd April, and the venue to Cheltenham. Everyone on the WEBBA committee is working together now to secure venues which will give long term security for the event in future years.

Since Di Williams took over as secretary CBBA has had 2 meetings , one in November 2021 and one in January 2022 to set things in motion moving forward – encouraging bands,  publicity of events and putting on the Festival.

 

4/22 FINANCIAL STATEMENT AND ADOPTION OF 2021 ACCOUNTS

Robin Teague circulated the accountants amongst those present. They had been audited by Philip Frith and sent to Keith Anderson to submit to Companies House

2021 had seen little income, however down only £50 from 2020. A few bands had continued their membership. Insurance was the biggest spend. A donation to Cornwall Youth Brass Band was made. The finances are now beginning to rise once more.

A letter of thanks to be sent to the auditors Phillip Frith who have given of their services free of charge. A vote of thanks for Robin Teague’s work as Treasurer was recorded.

David Johnson is ex- officio. Tracey Phillips voted onto the Executive Committee is the secretary of CYBB

 

7/22 CBBA REPS TO WEBBA (AREA COMMITTEE)

David Johnson, Robin Teague, Di Williams are the nominated Reps to what is a part of the National Forum. Three representatives are needed for each meeting. Any member of the committee could deputise for one of the named if they are unable to attend.

9/22 HONORARIUM

The honorariums are paid in arrears. The offer of £500 for the secretary - proposed by David Johnson, seconded by Terry Sleeman, £200 for the treasurer – proposed by David Johnson, seconded by Fran Calver.

Both the secretary and the treasurer were thankful for the proposals but declined to be paid.

 

Thanks to St. Dennis for allowing us to use the Bandroom for the AGM.

THE WEST OF ENGLAND BANDSMAN’S FESTIVAL RETURNS for 2022.

Following the enforced cancellation of the The West of England Bandsman’s Festival for the last two years the organisers are delighted to announce that it will return to its rightful place in the brass band calendar on Saturday June 18th this year at Bugle in Cornwall.

Entries are now open for the Festival when the Adjudicator will be Tom Hutchinson, who will be judging this attractive selection of Test Pieces.

In recognition of the difficulties of bringing a full Band in the summer months, up to 5 Substitute Players may be used.

A RESUME OF OUR LONG HISTORY. This unique Festival was first held in 1912, to raise funds for a Working Men’s Institute and Band Room in Bugle. One of the prime movers of the Festival was F J P Richards who recalled, “going to the Bank with 44 sovereigns in my pocket, each sovereign put up by Committee Members and friends to ensure the Prize Money”. One of many long serving officials, he remained involved as Secretary and Promoter until his death in 1961. This family connection is maintained to this day, as the current Chairman of the Festival is his Great Grandson, Geraint Richards.

Back in 1912, on the 14th September, some 6000 people crowded into fields at Peniel, a farm on the outskirts of the village, to hear ten bands from Cornwall and one from Devon compete for those golden sovereigns. The victors, judged by G H Mercer, were Camborne Town in Class A and Foxhole Temperance in Class B. With such a success it was inevitable that the Festival would continue and with the exception of the war years and the last two years pandemic years it has been held in the village in the open air ever since.

In the early years people travelled to the Festival on foot, by horse and cart and by train, but as the years went on the motor car took over and by the early sixties Peniel, with its Bandstand built across a hedge between the fields and cars packed in nose to tail, became too small to cope. In 1966 the Festival transferred to the Molinnis Park, closer to the heart of the village, where it remains to this day. With cars on one side of the Bandstand and seating on the other, there is ample opportunity for listening and conversation with old friends and visits to the famous Tea Tent for Pasties and Cream Teas.

 Popularly known as the Bugle Contest, one of its unique attractions is that the competing Bands march down through the village to the Contest Field to start the day and back during the evening, the winners proudly bearing their Trophies before them. During the march all traffic is brought to a standstill and the winning Band in the Championship Section halts in the village Square to give a short concert, ending by tradition with Deep Harmony.

The current Contest Schedule lists no less than thirty five Trophies available to be won, by both Bands and individual players, including the unique and prestigious Royal Trophy, presented to the Festival in 1913 by the then Prince of Wales, Duke of Cornwall, whose present day successor, HRH Prince of Wales, Duke of Cornwall is Patron of the Festival.

Over the years many famous brass band names have become involved with Bugle, William Rimmer wrote his march, Royal Trophy, for the Festival and in 1974 Eric Ball wrote his Cornish Festival Overture for the 50th Festival and followed this with Peniel in 1976, named after the Festival’s spiritual home. In more recent times Goff Richards wrote both The Aeronauts and Oceans for the Festival. The list of Adjudicators reads like a Who’s Who of the brass band world and over the years many famous Bands have come to compete in the Cornish air, including Black Dyke, Munn & Feltons, Cory and Carlton Main.

As an Open Contest with its 7 Sections, the Festival has attracted Bands from all over the United Kingdom and Europe to enter. The day however, is particularly dear to the hearts of the Bands and people of Cornwall. They continue to flock to Bugle each year, as they have done for over a century, to meet old friends, make new ones, and to play in and enjoy the sound of their Bands in this unique setting in the heart of the Cornwall, with the great spoil heaps of the China Clay Industry towering above the Village.

West of England ‘Regional’ judges announced

Kapitol Promotions and West of England Brass Band Associations (WEBBA) have announced the adjudicators for the 2022 West of England Regional Championships, set to take place from 2-3 April at The Centaur, Cheltenham Racecourse, as:

Championship Section and Section 1: Dr. Robert Childs and Alan Morrison.

Sections 2 and 3: Gary Davies and Steve Pritchard-Jones.

Section 4: David Ashworth and Alan Widdop.

Said WEBBA Chairman, John Woods: “Despite the change of date we have in the main been able to retain the planned adjudication panel, and look forward to welcoming them all to The Centaur.”


Sixty-three bands have entered the two-day event and said Philip Morris of Kapitol

Promotions: “We’re delighted to be involved in presenting this year’s West of

England Regional Championships and looking forward to working with WEBBA, as

well as welcoming bands to The Centaur.”


BBP REGISTRY 2022 RULE CHANGES

Effective from 1st January 2022

 

The BBP Registry has announced three significant rule changes, effective from 1st January 2022. Please see below:

 

RULE 17B

Existing rule: The transfer will become effective 28 DAYS from the date of receipt by the Registry of the duly completed official documentation as detailed in APPENDIX 3, 1C

 

New rule: The transfer will become effective five days from the date of receipt by the Registry of the duly completed official documentation as detailed in APPENDIX 3, 1C

 

RULE 18 

Existing rule: A player who has transferred from a band cannot re-join their previous band until a period of six months has elapsed from the date on which the player transferred from that previous band.   

 

New rule: A player who has transferred from a band cannot re-join their previous band until a period of two months has elapsed from the date on which the player transferred from that previous band.   

 

RULE 21 

Existing rule: A player whose registration with a band has been cancelled and who has joined another band, cannot re-join their previous band until a period of six months has elapsed from the date on which their registration with that previous band was cancelled.

 

New rule: A player whose registration with a band has been cancelled and who has joined another band, cannot re-join their previous band until a period of two months has elapsed from the date on which their registration with that previous band was cancelled.

 

Tim  Jones  (BBP  Registrar)  commented:  “The  National  Forum  of  the  National  Brass  Band Championships of Great Britain recently met to discuss the Nationals contest series, but also to assess the current state of brass banding in the UK following the effect of the COVID-19 pandemic. The National Forum has suggested three changes to the BBP Registry Rules to

assist bands in fielding a full complement of performers at the Regional Championships 2022 and onwards”.


The BBP Registry Advisory Body has recommended these rule changes to be implemented effective  from  1st January  2022.  The  changes  will  apply  to  the  National  Brass  Band Championships  of  Great  Britain  series,  as  well  as  the  other  events  that  use  the  BBP registration system.

 

All Registry transactions processed before 1st January 2022 will be subject to the existing rules that are in place.  The updated BBP Registry Rule Book will be  produced &  distributed to member bands in early January, and the updated rules will also be published on the BBP Registry website (www.bbpregistry.com) at the same time.

New Secretary

It's been along time, but we are pleased to be starting to get back to some normality!

Some exciting news to start with though. We are delighted to welcome Diane Williams as the new CBBA secretary. Please join us in wishing her well in her new role. Here's alittle bit about Diane......

I'd just like to introduce myself to you.  I'm Diane Williams and have taken on the role of secretary for CBBA. Although I know very little about brass bands, even though I originate from Lancashire and I feel brass bands are in my soul, I am a musician and I'm happy to be involved.  I have stewarded at Torquay for a number of years so have come across many Cornish bands. I look forward to meeting many of you here 'in the fatherland'.
